Preventive Action v/s Corrective Action

Today when I was at my son's school I realized that a part of the railing of the second floor was broken partially. Naturally it lowered the height and a tiny girl perched on the railing and was hanging out to get a better view of the classmates who were coming from the lower floors. I brought this to the notice of the teachers. They in turn said that they have brought it to the notice of the management. This is the thing abt the system that instead of taking some preventive action you wait for something to happen and then you take corrective action.
Like a busy junction with 5-6 roads meeting at my house has its traffic signal spoilt from that last one month. Its only now that a police is deployed during peak hours. What are they waiting for...for some accident to happen and then will they repair the traffic light? And why are their no police at non busy hours when the traffic is actually moving at high speed?
I guess that this is natural phenomenon, isnt it? Imagine...we too only take corrective action ..like when we fall sick we become aware that we need to rectify our lifestyle, food habits etc How many of us take preventive action to stop getting aliments? I am sure very few.
